Reintroduce `GENREFLEX_JOB_POOL` cmake setting

The CMake modernisation dropped the support for specifying a custom ninja job pool for the genreflex custom commands (introduced in !933 (diffs)).

Since Gaudi still uses its own genreflex custom command rather than the one from ROOT, it would be easy to re-add the functionality.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
