runtime errors on macOS: dlopen not recognizing library paths

On macos, genconf seems to recognize LD_LIBRARY_PATH and DYLD_LIBRARY_PATH, but at runtime, I am getting errors like:

and changing any of the environment variables mentioned in man dlopen does not affect the search path.
