Update CMake minimum required to 3.29
At the time of writing, the gitlab-ci jobs in Gaudi are using CMake versions as old as 3.19.
To be able to address #285 we need to change the configuration to require CMake >= 3.29 and, of course, adapt gitlab-ci jobs.
