Remove TBB compilation hack for clang in InertMessageSvc

With the fix/workaround in !855 (merged), the hack in https://gitlab.cern.ch/gaudi/Gaudi/blob/master/GaudiCoreSvc/src/MessageSvc/InertMessageSvc.cpp#L48 is not needed anymore.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
