MetaDataSvc Save data for all clients of the JO Service

Working with Ana Trisovic recently we realise the MetaDataSvc was not saving all the required information on the job configuration, that would allow (in principle) the job to be recreated from the meta data alone. The meta data for a number of components running in the job where missing. This MR adds this, but querying the JO service and saving the options for all clients.
