Provide storage/hosting for job results to be picked up by FNAL performance monitoring

As reported in https://indico.cern.ch/event/1455551/contributions/6160013/, we could collect and store the CI perf job outputs to get a longer term view of results as an adendedum/cross-check on the monthly perf jobs at NERSC.

We need to discuss how to store/share/retrieve this data.

pinging @syjun @yarba for comments on ideas on how/where to copy data (e.g. CERN->FNAL, or FNAK(pull from) CERN).
