Release of Gaussino based on LCG_106

Remove compatibility with HepMC2, introduced use of Gaudi::ParticlePropertySvc, and major cleanup to start de-LHCbing

Dependency from external packages as HepMC3 and DD4Hep rethought and GaussinoExtLib dropped.

Move to Geant4 11.3 is also possible.
