In the past constants from PHY folder were used for all kind of runs,
now folders for various Tile run types (CIS, LAS) have been created
in the conditions DB and they will be used for the corresponding run types.

Reduce the verbosity of MuonMDT_CablingAlg

It now prints "Load the Mdt cabling" once per job (assuming the cabling remains constant),
rather than every event.

41f21fad Add HIST outputs and a HIST comparision of CA vs. RecExCommon

- merge `getL1TopoAlgToBoardMap` and `getL1TopoAlgToItemMap` functions
  to avoid duplicate parsing
- move the call outside the main loop in `checkL1HLTConsistency`
- replace usage of regex with simple string options where possible
- document code!

This (mostly due to the second point) speeds up the menu generation of
`Dev_pp_run3_v1` by about 25 seconds (~15%).

Sweeping !53956 from master to 22.0.
