Update `processes` structure and add `TTLPredictionHistorySite` table

This PR:

  • adds TTLPredictionHistorySite table into processes
  • updates the table definitions from processes
  • moves all DB initialization in a separate step
  • updates entries from SITESONAR_CONSTRAINTS
