add CI check for registry.cern.ch as source for all cern-magnum images

Validate that all images come from registry.cern.ch and do not allow to merge otherwise.

Only for master merge as sometimes we might do some validations.

1. Should enable every subchart with a enable: true replace
2. Generate the template and filter for images:
3. Check if images start with registry.cern.ch
