add support for passing argo related labels into magnum templates

The two needed are:

argo_instance: kops-user-spoke-001
argo_namespace: my-team

argo_instance can perhaps be inferred from the team's namespace, but need to add at least one

argo_namespace is the namespace in the cluster where a kops-user's argo instance is running
