Make branch for 2024 and keep master for future data taking

There are changes for 2025, i.e. the removal of the shims, that are not compatible with 2024.

At the same time we need to propagate other changes in detector improvements, like UT sealign to the beampipe and support for new UT conditions to both 2024 and future datataking.

For this reason it makes sense to branch off 2024.

The first tag in the 2024 branch will be the improved RF foil as it is needed for reference samples for RTA. As soon as the VELO shim removal is removed we should tag the first 2025 settings for RTA studies.

The tags will follow the new YEAR-vXX.YY convention.
