Propagate Velo motor position for 2017 pp collisions to Sim10

MR !4 (merged) should be propagated to the Sim10/2017 branch and
MR !7 (merged) to Sim10/2017-mu

We don't need an immediate globe tag as they can be combined in a single one with MR !23 (merged) once that is accepted.
