Prepare global SIMCOND tags for 2018 conditions

As a final bit of Sim09, we need global SIMCOND tags for 2018 data taking conditions with updated VELO motion. For it, branches Sim09/2018 and Sim09/2018-mu have to be created. Once that is done, change from branch sim09-2018 should be propagated to Sim09/2018 and from branch sim09-2018-mu to Sim09/2018-mu. For check, on top of 2017 tags only thing which should change is VELO motion. I have created sim09-2018 and sim09-2018-mu from corresponding 2017 branches (which was probably not the right choice). This is the last thing we need to set up and start 2018 MC productions.

While Sim09 global tags are needed with high priority, we will also need corresponding global tags for Sim10, so can you please prepare those as well? For Sim10, again we need the same starting point as 2017 tags for Sim10 and update VELO motion to be the same as in Sim09 2018.
