Create simulation branches
As discussed in several meetings and explained in https://lhcb-conddb-run3.web.cern.ch/use-cases.html, we need a number of branches for simulation conditions.
The idea is to have one branch per data taking period per Sim version with a naming convention along the lines of:
sim10/2022sim10/2023
From these branches we will derive tags that will be used as baseline to the simulation conditions to use in a production, where the virtual tag used for the job will look like sim10-2022-123-vc-md100 (the final convention is being defined and described in a note).
