Allow not running tests which are unaffected by MR

At present, issuing a /ci-test will build and test all projects involved in the project where the command was run.

It would be very useful to be able to select not to test projects which are unaffected by a MR. It would reduce runtime of these tests and liberate resources in the CI build system.
