Add CUDA to the platform compatibility matrix

At some point the host's CUDA version will need to be included in the host binary tag used for matching host platforms to application platforms.

As it might be useful to copy, Conda does this using: https://github.com/conda/conda/blob/e5a596438122ae15347aec16a2370423d7917b46/conda/common/cuda.py
