[RTA/DPA BW tests] Bandwidth test analysis scripts need test coverage

The GaudiPython analysis scripts aren't tested because there's no tests in PRConfig. They probably need moving to a project where we can have CI tests, and then some integration tests need writing. This will reduce the maintenance burden on the bandwidth tests.

If they end up in a project where we can have tests, then probably at the same time we can have branching and deal with #23 (closed).

This one is pretty high priority.
