Extending the bookkeeping with a CONDITIONAL DQ flag
A new DQ flag, CONDITIONAL should be introduced to the bookkeeping.
CONDITIONAL means that there has been a temporary issue during data-taking or temporarily different data-taking conditions, which may have an impact on physics analyses.

The DQ flag of new data at file insertion is set to UNCHECKED by default. It is impossible to set UNCHECKED manually. If DQ coordination declares data as checked, there should not be any UNCHECKED run.
