Labels are not wiped when pushing on MCRequest

I've noticed recently, for example in lhcb-simulation/mc-requests!849 (merged), when the merge request is marked 'expert only' or 'digi2024' and a change to fix that has been pushed, the labels dont get reset. The approval rules are fine but for some reason the label doesnt.

Might need investigation. Good for a starter task too I think
