Check in debugging runs and testing runs for job size length

This issue is related to this question.

TLDR: Dirac does not accept names for jobs with more than 100 characters, we need a check in the testing and debugging stage alerting us of that. I.e. lb-ap list my_analysis should say what jobs are going beyond that limit and what is the limit.
