cpu muon raw to muon hits

This MR is almost a copy of https://gitlab.cern.ch/lhcb-parallelization/Allen/merge_requests/90, except for CMAKE_CXX_STANDARD set to 17 in CMakeLists.txt, also input/UT_T1_shift_50_tilt_new.tab and x86/SciFi/MomentumForward/src/SciFiParametrization.cpp are not mentioned in the changelist because of unrelated changes.

This MR was created because @dcampora noticed that the project didn't compile because of using c++17 features, so https://gitlab.cern.ch/lhcb-parallelization/Allen/merge_requests/90 was reverted in https://gitlab.cern.ch/lhcb-parallelization/Allen/merge_requests/121.
