Test/implement reading ZTSD compressed MDFs in Allen

Chris has set up an MR that should achieve this but it needs to be tested and merged. Probably we're the only ones interested in it, it's not a massive priority in the short term but for long term data storage we will want to get this working soon. lhcb/Allen!2112
