Setup steps for HLT1 and HLT2 for 2022

This is to collect the exact configuration for HLT1 and HLT2 in Sim10 productions.

It includes the version of the code and options to be used.

  • make sure we configure truth matching to use VPRetina with something like make_velo_full_clusters.global_bind(make_full_cluster=VPRetinaFullClusterDecoder) in
