Setup of HLT1 and HLT2 steps for 2023 productions

This is to collect the exact configuration for HLT1 and HLT2 in Sim10 productions.

It includes the version of the code and options to be used. For HLT2 this includes the PV offset that will need to be synchronised with the beam options in AppConfig. The information will be provided by RTA WP4
