Update Moore and Brunel version for 2017 pNe at 13 TeV to support GitCondDB

The 2017 pNe at 13 TeV did not had SimCond tag until rather late, so tag exists only in GitCondDB and therefore is not supported with some of the older applications. Both for Moore and Brunel, there is version superseding those use in data taking and which are already in use for some other data types. Needed changes:

  • Change Moore version to v25r5p3
  • Change Brunel version to v52r10
  • Update references

Reference update is postponed until I merge !143 (merged) and rebase this MR.
