Add calibration and TAE lines

Calibration lines and TAE (time alignment) lines need to be added.

Discussions are still ongoing on

• whether detector activity needs to be detected in HLT for TAE.
• whether rate limitation or selection / prescaling is required for calibration lines in HLT.
• whether TAE is interleaved by normal events. In that case we might need two output streams from HLT1: one for TAE events to monitoring farm, one for physics event to storage.
