Implement automated HLT1 performance tests with GEC switched off

Since a (very, e.g. p_T > 15 GeV) high pT track line without GEC is essential for EW physics we should implement a set of tests with the GEC switched off. In Run-II we already had the capability of getting EW signals through L0, Hlt1 and Hlt2 without GECs so maintaining this should be considered the baseline. I'm now aware (thanks @dcampora) that a scheduling system is also being developed which should allow a mixed approach where we can support lines with/without GECs.
