Need for non-standard environment variables

This is to follow up on the topic brought up in Moore!923 (comment 4636181) . Moving to the modernized CMake configuration is partially prevented by the usage of ALLEN_INSTALL_DIR. We can discuss here whether this non-standard approach is required.
