Separate monitoring and Lumi lines in configuration

At the moment Allen groups lumi lines and certain monitoring lines based on ODIN information in the same place, the event_monitoring_lines function in HLT1.py. This should be split up. The ODINLumi and ODINNoBias lines belong together, while the other four lines are no longer useful for luminosity but may remain useful for monitoring, to be discussed.

To start with only ODINLumi and ODINNoBias should remain in the default configuration.
