Disentangle leptonID from SV reconstruction cuts

Tracks that are input to the SV reconstruction in Allen are filtered in https://gitlab.cern.ch/lhcb/Allen/-/blob/master/device/combiners/src/FilterSvs.cu . The filtering is conditional on the track leptonID, which creates a dependency of all line performance on the leptonID performance.
