Port from HLT2 the new decoding checks and improve monitoring of decoding errors
Pb-Pb runs have shown some new edge cases: LHCb!4341 (merged) LHCb!4228 (closed) LHCb!4307 (merged) LHCb!4336 (merged)
They now need to be ported to HLT1 decoding as well.
