Filter on photon ID when creating NeutralBasicParticles

Looking at the configuration, every cluster and di-cluster is turned into a particle. Since filtering of charged clusters doesn't seem to be included, I think neutral particles will contain a lot of false-positives. This needn't necessarily be fixed in this MR, but it should be clear what the particles mean.
What may be useful to add is the possibility to filter clusters based on tracks.
Since we have the seeding available, some kind of rejection of charged clusters should be possible. Using either long tracks or the combination of long track and T-tracks.
Any thoughts @cmarinbe? Please feel free to refer to another expert on neutral particles.
