veloSP version of sequences used for data-taking

Create a version of the HLT1 sequences intended for data-taking using velo super pixel raw banks as input, rather than retina raw banks. An example of how to switch between retina and velo SP decoding can be found here.

Equivalents for the following sequences should be created:

• hlt1_pp_forward_then_matching_no_ut.py
• hlt1_pp_forward_then_matching_and_downstream.py
• hlt1_pp_matching_no_ut
