WIP: Test for proposed new default, not for merging

Opening this MR simply to trigger the CI and automated throughput tests, this should not be merged.

The goal is to compare the throughput against !238 (merged)

The change here is to remove the cuts performed at the end of VeloUT, which costs some throughput but gains some efficiency for soft tracks and also reduces the reliance on the UT, in particular not having to understand the VeloUT momentum resolution in as much detail.
