Remove Warning in TupleToolEventInfo

I think the warning

TupleDstToD0pi_...WARNING TupleToolEventInfo:: No algorithms to time, skipping the addition of chronoDelta branch! StatusCode=FAILURE

should be removed from TupleToolEventInfo or be made debug.

It is is reasonable to run this tool without specifying a list of algorithms to time. In that case no warning should be issued.
