Update 2009 tests following inclusion of local tags into new global tag

New tag fixes the warning

DeVeloRType       WARNING VELO R sensor M2 routing lines not in conditions DB cond: Routing-R-X-Strip0000 and Routing-R-Y-Strip0000

If successful, this MR should be propagated to all other branches where these tests are failing with unexpected WARNING(0)
