Add options using fast forward tracking and new PV algorithm

The changed settings enable an optimized search window taking the VeloUT momentum estimate into account and disabling a recovery loop in the Forward tracking. They also swap out PatPV3DFuture for the new TrackBeamLineVertexFinder (with default configuration). New options are setup based on the (No)CutNoFit scenarios, meaning no Kalman fit, (no) IP cut and a low pt threshold.

It is expected that a significant (todo: update once measurement is there) speed up at a loss of about 6% in efficiency is obtained.
