Update incorrect Option in SciFiTrackForwarding test

I had overlooked that this MinPT option was still being set.

Effectively this simply sets the MinPT value way too low as the algorithm expects a MeV value instead of GeV as in a previous old version.

Expected differences in throughput and efficiencies since some tracks will be cut out.
