Create nCandidate, totCandidates functors

It seems Run 3 analogs of Run 2 nCandidate and totCandidates are missing. According to Moore!2141 (comment 6645777), this should be added to FunTuple.

Looking at the Run 2 code, EventInSequence was in the same part of the code.
