[HltEfficiencyChecker]: TrueSim matching needs to be extended for neutrals

Note: HltEfficiencyChecker is being moved from MooreAnalysis to DaVinci in !1005 (merged). This issue only becomes relevant to DaVinci once that is merged

TOS matching in HltEfficiencyChecker proceeds by comparing hits from tracks. Neutrals have no track, so it will seg fault.

Update: with MooreAnalysis!61 (merged) it will not seg fault, but rather give a zero TOS efficiency.
