Modernization of GetTrackerHitsAlg
GetTrackerHitsAlg use used by all tracker-like detectors for Run1&2 (Velo, TT, IT, OT, Muon), Run3&4 (VP, UT, FT, Muon) and for future Run5 (PV, UP, MP, FT, Muon, possibly others).
The algorithm has to be made functional to support the possibility of not using at all DetDesc for Run5, e.g. by replacing the getDet method used to fill the sensDet ID in MCHit.
The modernisation should support the fact that the choice of loading DetDesc or DD4Hep will have to be done at run time.
