Release of Gauss v49r22 for Sim09

Deploy new generators features or bug fixes to Sim09.

The version in production SimType stays Sim09k

It includes:

!788 (merged) and !772 (merged) Update of Bc_VHAD model to include new decays
!776 (merged) a new signal allowed with EPOS
!710 (merged) and !782 (merged) For improvement in polarisation exchange between starlight and EvtGen
!792 (merged) bug fix for a generator level cut
