New ODIN bank for Run3 and beyond

The ODIN bank definition and content has changed in view of the upgraded readout for Run3. Members and decoder should be updated according to the definitions in the EDMS document https://edms.cern.ch/document/2100937/3 (chapter 5). The new ODIN bank version will be >8 (to allow for future development) and the changes should allow for backward compatibility for ODIN bank version 7 (Run2) and pre-version 7 (Run1 mostly).

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
