Allow updates of Velo motion system from YAML (new conditions DB)

With the current state of the migration of detector code to DD4hep we need to be able to run with DetDesc taking into account the Velo motion system position which will only be recorded Online in the new YAML format used in https://gitlab.cern.ch/lhcb-conddb/lhcb-conditions-database.

Reading YAML conditions into DetDesc detector transient store is not feasible, but for the motion system use case we can have a mechanism similar to that of the RunChangeHandler.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
