Number of words in HltRoutingBits?

@cagapopo @raaij @graven currently HLT1 seems to put 4 words into HltRoutingBits and not 3 as this algorithm expects. AFAIR, in the past HltRoutingBits was always 3 words and the 4th word only existed in the MDF header (which gets read into the DAQ bank).

I think we should keep the old behaviour and have HLT1 put 3 words. WDYT?
