Define PersistEventFormat
As discussed in the context of the track-container split (Moore#392 (closed)), a versioning of the expected containers needs to be provided for the sprucing. This must be defined in a central location, similar to RawEventFormat. This version information could then be put in the FSR in the sprucing step.
