Unify State Locations in single enum in Event::Enums::Track

Currently we define the StateLocations in two places, i.e. in the track enums and https://gitlab.cern.ch/lhcb/LHCb/-/blob/master/Event/TrackEvent/include/Event/State.h#L58. This should be unified into a single meta enum.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
