Cloned QMTest support from Gaudi

Marco Clemencic requested to merge adopt-qmtest-support-from-gaudi-run2 into run2-patches

QMTest support in Gaudi is going to be removed (gaudi/Gaudi#333), so we need to embed a copy of it in LHCb while migrating (or not) the projects.
