Fixes to GaudiTensorFlow builds

Marco Clemencic requested to merge marcocle/fix-gauditensorflow-parallel-build into master
  • use dedicated directory to unpack TensorFlow binary distribution
  • download and unpack external resources at configure time
  • us a copy of libtensorflow on the CERN network (required for machine without connectivity to the outside network)

@graven, @bcouturi, this should fix the issues you have with !2081 (merged)
